Pen tool seliction problem

I am having an issue making a selection using the pen tool. When I draw out an area and right click and select "make selection" it will make a selection of the area I drew, but also selects the entire photograph. Other words, marching ants around the area of the pen tool drawing and also around the entire photograph. I am using a separate layer to draw with the pen tool. I don't understand what I am doing wrong. I only want the pen drawn area selected and not the entire photo.
